논의 생물다양성 증진을 위한 결의안
(Draft Resolution on enhancing biodiversity in rice paddies)

1. 세계 절반 이상의 인구가 주식(主食)으로 섭취하는 쌀(米)이 최소 114개국에서 경작되어, 전 세계 칼로리의 약 20%를 공급하고 있음을 인식(recognizing)하고,
2. 쌀 경작을 위한 전형적인 농지형태로서 논(rice paddies)이 지난 수세기 동안 다양한 쌀 경작 문화와 함께 농민들이 물 관리를 수행하는 과정에서 넓은 면적의 개방된 수면을 제공해 왔으며, 습지생태계를 형성하는 중요한 구성요소로서 지하수 함양, 기후 순화, 홍수 및 침식 방지, 사태(沙汰, landslide) 예방, 생물다양성 보전 기능을 수행하고, 쌀 생산 이외에도, 다른 동․식물과 약재식물의 서식처를 제공함으로써, 지역에 존재하는 생명체와 인간의 복지(well-being)를 지속시키고 있음을 또한 인식하며,
3. 세계의 많은 지역에서 논이 어류, 양서류, 곤충과 같은 생명체의 서식처를 제공하여 특히 생태 피라미드의 정상에 위치한 물새의 개체군이 유지되는데 중요한 역할을 수행하고 있음을 의식(aware)하고,
4. 논의 생물다양성을 높이고, 겨울철새의 서식처 제공, 잡초와 해충의 방제를 위하여 휴경기(休耕期) 무논 조성과 같은 농경방법이 채택되고 있음에 주목(noting)하며,
5. 인공(人工, man-made) 습지로서 논의 생태적 기능과 가치가 농사방법과 물 관리에 따라 향상될 수도 악화될 수도 있는 바, 이런 맥락에서 쌀농사의 지속가능성을 높일 수 있는 정책의 개발이 가져올 잠재력을 의식(conscious)하고,
6. 당사국총회 결의 VIII.34를 통해 당사국들에게 지속가능한 농업시스템을 포함하여 습지의 보전과 지속가능한 사용을 증진하도록 촉구하였고, 아울러 농업과 관련하여 습지유형별 관리 가이드라인 개발 절차가 동 결의에 의해 마련되었음을 상기(recalling)하며,
7. 많은 당사국의 경우에 쌀농사를 관할하는 정부기관이 람사르협약 관리당국과 다르며, 따라서 이 결의가 람사르협약 관리당국에 의해 주로 다루어진 기존의 결의들과 구별됨에 유념(mindful)하고,
8. 이 결의가 특별히 논의 생태적 가치를 향상시키는데 초점을 맞추고 있으며, 이 결의를 무역관련 협정과 합치되지 않는(inconsistent) 농업정책을 지지하기 위해 사용할 의도가 없음을 확인(affirming)하며,
9. 이 결의가 기존의 자연습지를 인공습지로 전환시키는 시도를 정당화하려는 의도를 갖고 있지 않음을 또한 확인하고,
이에 당사국총회는
10. 당사국에 대하여, 논에 서식하는 동․식물과 논의 생태적 가치를 유지해 온 농경공동체의 문화에 관한 연구를 증진시키도록 장려한다.
11. 당사국에 대하여, 논이 지하수 함양, 기후 순화, 홍수 및 침식 방지, 사태 예방과 생물다양성 보전에 기여하는 바를 평가하고 이를 증진시키며, 논의 생태적․환경적 가치에 대한 인식을 향상시키도록 또한 장려한다.
12. 당사국에 대하여, 제11항에 의한 조사와 평가를 통해 수집된 데이터를 차기 당사국총회(COP11)에 제출될 보고서(Information Paper) 작성을 위하여 과학기술검토패널(STRP)에 제공하도록 아울러 장려한다.
13. 당사국에 대하여 다음의 사항을 요청(call upon)한다.
가. 습지의 현명한 이용(wise use)이라는 원칙에 따라 인공습지로서 논을 관리하는데 따르는 도전(challenges)을 찾아 낼 것
나. 논의 생물다양성, 생태계 서비스, 지속가능성을 높일 수 있는 농법과 물 관리 방법을 찾아 낼 것
다. 지역공동체의 생산성과 이익을 감안하여, 나항의 농법과 물 관리 방법이, 적용 가능한 지역에서 활용될 수 있도록 할 것
라. 나항의 농법과 물 관리 방법을 확산․발전시키기 위하여, 이에 관한 정보를 다른 농법을 사용하는 농민들과 교환하도록 할 것
Draft Resolution on enhancing biodiversity in rice paddies
Submitted by the Republic of Korea and Japan
1. RECOGNIZING that rice is grown in at least114 countries and, as the staple diet for over half the world's population, has contributed to about 20% of the total calorie supply in the world;
2. ALSO RECOGNIZING that rice paddies, a typical agricultural landscape for rice cultivation, have provided vast areas of open water for centuries through water management by farmers in regions with a variety of rice-growing cultures, comprising an import!ant component of wetland ecosystems the services of which include but are not limited to groundwater replenishment, climate moderation, flood and erosion control, landslide prevention, and conservation of biodiversity, aside from producing rice, especially providing other animal and/or plant food sources and medicinal plants, thus sustaining livelihoods and human well-being in the region
3. AWARE that rice paddies in many parts of the world serve as the habitat for organisms such as fishes, amphibians and insects, and play a vital role in supporting water bird populations as one of the apexes of the ecological pyramid
4. NOTING that some approaches, such as the flooding of rice paddies when they are not used, have been adopted to increase the biodiversity of rice paddies, thus providing suitable habitat for wintering migratory birds and controlling weeds and pest insects
5. CONSCIOUS that the ecological function and value of rice paddies as a man-made wetland could be enhanced or degraded depending on the farming practices and water management, thereby there is significant potential for the development of policies to increase the environmental sustainability of rice farming
6. RECALLING that Resolution VIII.34 urged Contracting Parties to devise measures to promote conservation and sustainable use of wetlands including sustainable agricultural systems, as well as established a development procedure for wetland-type specific management guidelines in relation to agriculture;
7. MINDFUL that the government authorities which have jurisdiction over rice farming are different from the Administrative Authorities for the Ramsar Convention in many of the Contracting Parties and thereby this resolution is distinct from the existing resolutions which have been dealt with mainly by the Administrative Authorities
8. AFFIRMING that this resolution is intended to focus specifically on the enhancement of the ecological value of rice paddies and not intended to be used to support agricultural policies that are inconsistent with trade-related agreements;
9. ALSO AFFIRMING that this resolution is not intended to justify converting existing natural wetlands into man-made wetlands
THE CONFERENCE OF THE CONTRACTING PARTIES
10. ENCOURAGES Contracting Parties to promote further research on the fauna and flora in rice paddies, and on the cultures that evolved within rice-farming communities that have maintained the ecological value of rice paddies
11. ALSO ENCOURAGES Contracting Parties to assess and promote the functions of rice paddies to serve for groundwater replenishment, climate moderation, flood and erosion control, landslide prevention and conservation of biodiversity and to enhance awareness on the ecological and environmental values of rice paddies
12. FURTHER ENCOURAGES Contracting Parties to provide the data collected through the above research and assessment to STRP for compilation as an Information Paper for COP11
13. CALLS UPON Contracting Parties to:
a) identify challenges to managing the rice paddies as a man-made wetland in the context of wise use principle
b) identify farming practices and water management in rice paddies that would enhance the biodiversity, ecosystem service, and sustainability of rice paddies
c) ensure that such farming practices and water management are implemented wherever applicable, while being conscious of the productivity and the interests of the local communities and
d) exchange information of such farming practices and water management with other rice-farming parties, with a view to disseminating and possibly improving such farming practices and water management.
